REPRESENTATIVE ASPECTS ON ELIGIBLE EXPENDITURE AND
NON-ELIGIBLE OF THE PROGRAMS WITH NATIONAL NON-REFUND FINANCING IN ROMANIA
In line with the Government Strategy for SME Development and the improvement of the Romanian business environment - Horizon 2020, the national entrepreneurial ecosystem can be based on the strengthened structure of the domestic sector of small and medium-sized enterprises, more numerous, more economically active and more competitive than they are currently, able to contribute massively to Romania's long-term economic growth and, implicitly, to the social progress and prosperity of all the citizens of the country.
Non-reimbursable funds are a welcome help for young entrepreneurs who
want to put their ideas into practice as well as for existing businesses that need some money that they will not have to repay in order to modernize their business.
Minimis schemes implemented through national programs to support the setting-up of new businesses and to support the development of small and medium-sized enterprises at national and local level, in line with governmental strategies to support the development of small and medium-sized enterprises and the Governance Program, are managed technically and financially by the Directorate of Entrepreneurial Policies and SME Implementation Programs (DPAIPIMM).
Regarding the financing scheme, the implementation of the Business Plans was financed through the National Grant Programs.
Every expense must be justified in the on-line business plan in order to demonstrate
its necessity to carry out the activities for which funding is accessed.
The costs incurred by the economic operator must be related to the flow of
sub-activities (supply / promotion, activity of the NACE code, distribution / sale), which are necessary for carrying out activities of the NACE code for which financing is requested, as detailed in the "Classification of activities in national economy - NACE Rev 2".
Expenses related to VAT, fees, notices, commissions, packaging, transport, putting in
operation, staff training for the use of purchased ones are not eligible.
In order to sign the Funding Contracts, beneficiaries must provide right evidence
about the co-financing capacity of the project, namely the presentation of:
comfort letter (binding)
an account statement demonstrating that the beneficiary has the necessary amount
co-financing / contract / credit line, issued by a banking financial institution in
Romania, which will cover at least the value of the project's own co-financing,
ie the percentage of co-financing of eligible expenditure.
The implementation of projects funded by non-reimbursable funds requires compliance with the European and national legal provisions, the breach of which leads to the funds used, in part or in full, to be eligible. To reduce the risk of invalidating European fund spending, SME management must organize internal control systems so that these procedures are followed.
